What steps are needed to complete a project?
Landowners seeking to conduct projects within the Santa Cruz Sandhills must obtain necessary local as well as federal permits. As a first step toward permitting, property owners should discuss their proposed projects with Santa Cruz County or the City of Scotts Valley Based on your project design and property location, planners can provide important information about permitting, including whether the project is to occur in an area mapped as Sandhills habitat, which supports several endangered species. Planners or a qualified consultant can also conduct a pre-project site evaluation to determine whether the project will impact Sandhills habitat. Property owners whose projects will impact endangered species must comply with the provisions of the federal Endangered Species Act. Typically this will require obtaining an incidental take permit from the US Fish and Wildlife Service. To do so, landowners will need to participate in a Habitat Conservation Plan, which describes, among other things, how they will mitigate their projectís impacts on endangered species by preserving and managing sandhills habitat, or by purchasing conservation credits in the Zayante Sandhills Conservation Bank.
